What is the Rohtang Pass Permit and Why Do You Need It?

The Rohtang Pass permit is a mandatory requirement enforced by the National Green Tribunal (NGT) for any vehicle traveling from Manali towards Rohtang La. This restriction was introduced in 2011 to protect the fragile ecology of Rohtang Pass, which was getting severely damaged by the massive influx of vehicles during peak tourist season.

Rohtang Pass, or Rohtang La as it is locally known, translates to “pile of corpses,” a name earned due to the harsh weather conditions that have historically made it a treacherous passage. Despite the ominous name, Rohtang is one of India’s most visited high-altitude passes, sitting at an altitude of 3,978 meters (13,050 feet) above sea level. It forms a natural divide between the lush green Kullu Valley and the arid, rugged Lahaul Valley on the other side.

Before the Atal Tunnel (opened in 2020), Rohtang Pass used to be the only gateway to Lahaul – Spiti Valley and further to Leh – Ladakh via the Manali – Leh Highway. Now, with the Atal Tunnel providing a year-round alternative, the permit situation has become a bit more nuanced. Let me explain.

If you are only using the Atal Tunnel to go to Keylong, Jispa, or further towards Ladakh, you do not need the Rohtang Pass permit. You only need it if your vehicle is going over the Rohtang Pass road from the Manali side. However, you still need the “Beyond Rohtang” congestion fee slip if you are crossing Rohtang Pass from either the Gulaba (South Portal) or Gramphu (North Portal) checkposts.

Along with limiting vehicles, the NGT has also banned horse-riding, snow-biking, paragliding, and plying of snow scooters at Rohtang, Solang Valley, and Marhi. Commercial eateries and kiosks were also restricted, though an eco-friendly market of about 20 shops has been set up at Marhi for basic food needs.

How Many Types of Rohtang Pass Permits Are There?

As of 2026, the Kullu administration issues three distinct types of permits for vehicles traveling over Rohtang Pass. It is important to understand which one you need based on your destination, so let me break it down for you.

1. Rohtang Pass Tourism Permit

This permit is for those visiting Rohtang Pass solely for tourism purposes, such as sightseeing, snow activities, or a brief visit. It allows visitors to access Rohtang Pass but restricts them from traveling beyond the pass. Mostly this permit gets used by commercial vehicles like local Manali-based taxis.

  • Who needs it: Any tourist vehicle heading to Rohtang Pass for sightseeing
  • Vehicle types: Both private and commercial vehicles
  • Validity: One day only (to and fro)
  • Daily quota: 1200 vehicles total, split as 800 petrol and 400 diesel
  • Issuance windows: Two batches daily. First at 10:00 hrs (400 Petrol + 200 Diesel) and second at 16:00 hrs (400 Petrol + 200 Diesel)
  • Weekly limit: One vehicle can apply for a maximum of 3 permits per week
  • Advance booking: Can be applied for the next 6 days from the current date
  • Closed day: No permits on Tuesdays (maintenance day). You cannot travel to Rohtang on Tuesdays.
  • Fee: Rs 500 permit fee + Rs 50 congestion charge (Rs 100 for buses/HMVs)
  • Vehicle age: Not more than 10 years old
  • Printout: Mandatory. Carry a printed copy at all times.

2. Special Rohtang Pass Permit (Private Vehicles)

This permit was originally meant for residents of Lahaul – Spiti who need to cross Rohtang Pass for personal or work-related travel. However, tourists traveling on their private number plate (white plate) cars can also apply under this category. This is a very useful option for self-drivers, my friend.

  • Who needs it: Tourists with private vehicles, locals, and people with work-related travel
  • Vehicle types: Private vehicles only. No commercial vehicles allowed.
  • Validity: One day only (to and fro)
  • Daily quota: 100 vehicles total, split as 60 petrol and 40 diesel
  • Season limit: One vehicle can apply for only 1 permit in the entire season. This limits the competition significantly.
  • Advance booking: Can be applied for the next 6 days from the current date
  • Fee: Rs 500 permit fee + Rs 50 congestion charge
  • Additional document: Tourist address details required
  • Printout: Mandatory.

Keep in mind that this is generally easier to obtain for tourists since local Manali taxis are not competing for this category. If you are on a self-drive trip, I suggest you apply under this category.

3. Beyond Rohtang Pass Permit (Congestion Fee)

This is the permit you need if you are traveling beyond Rohtang Pass towards Lahaul Valley, Spiti Valley, Chandratal, or Leh – Ladakh via Manali – Leh Highway. This is essentially just a congestion fee, not a traditional permit.

  • Who needs it: All vehicles traveling beyond Rohtang Pass (towards Keylong, Jispa, Kaza, Leh)
  • Vehicle types: Both private and commercial vehicles
  • Daily quota: No restriction on the number of vehicles. Everyone who applies gets it.
  • Fee: Only Rs 50 congestion charge for bikes, cars, jeeps. Rs 100 for buses and HMVs. No permit fee.
  • Issuance: Available 24 hours (0:00 hrs to 0:00 hrs daily)
  • Weekly limit: Maximum 2 permits per vehicle per week
  • Advance booking: Can be applied for the next 1 day only
  • Closed day: No permits on Tuesdays

How to Apply for Rohtang Pass Permit Online?

You can apply for a Rohtang Pass permit in three ways. Let me walk you through each one.

  1. Online via the official Kullu Administration Website (rohtangpermits.nic.in)
  2. Mobile App (available on both Android and iOS)
  3. In person at the SDM Office or Tourist Information Center in Manali

Step-by-Step Process for Online Application

Here is the detailed process to apply for the Rohtang Pass permit online. Follow these steps carefully.

  1. Visit the official website: rohtangpermits.nic.in
  2. Choose the permit type: “Tourism Purpose” for visiting Rohtang only, “Special Permit” for private vehicles, or “Beyond Rohtang” for traveling to Ladakh/Spiti
  3. Select your travel date (available for the next 6 days for tourism/special permits, next 1 day for beyond Rohtang)
  4. Enter vehicle details: Registration number, vehicle type, fuel type (petrol/diesel), number of passengers
  5. Enter driver details and valid ID proof information
  6. Upload required documents: Vehicle RC, PUC certificate, and photo ID
  7. Pay the fee online (Rs 550 for tourism permit, Rs 50 for beyond Rohtang)
  8. You will receive an OTP on your registered mobile number for verification

Make sure that your vehicle information matches exactly what is on your RC. Vehicles with wrong information on the permit slip will not be allowed to cross the Gulaba checkpost barrier. I have seen many travelers getting turned back because of minor mismatches in the vehicle number or spelling errors. Hence, double-check everything before submitting.

Pro Tips for Getting the Rohtang Pass Permit in Peak Season

Getting the tourism permit during June (summer vacation time) can be extremely difficult because of the daily vehicle cap. Here are some tips that will help.

  • Be online at exactly 10:00 AM or 4:00 PM when the permit batches are released. They fill up within minutes during peak season.
  • Use a fast and stable internet connection. Do not rely on shared Wi-Fi like hotel or cyber cafe connections, as only 2 permits per IP address are allowed per week.
  • Keep all documents ready before you start the application. You need vehicle RC, PUC, and photo ID scanned and ready to upload.
  • Apply 3-5 days in advance if possible. Do not wait until the last day.
  • Consider the Special Permit category if you have a private vehicle. The competition is much less since only 100 permits are issued daily and each vehicle can only apply once per season.
  • Avoid June weekends if you can. The rush is maximum during this period.

How to Apply Using the Rohtang Pass Permit Mobile App?

Starting the 2018-19 season, the Kullu administration launched a dedicated mobile app for applying for Rohtang Pass permits. This was a very welcome step, and it has been working well since then. The app is available on both Android Play Store and iOS App Store.

Here are the key things you should know about the mobile app.

  • The app allows you to apply for all three types of permits (Tourism, Special, and Beyond Rohtang)
  • You can check permit availability for your desired travel date directly from the app
  • Check permit status by entering your vehicle number and travel date
  • Verify permit validity by scanning the barcode on the permit
  • Download the permit as PDF for printout
  • The same time windows apply (10:00 hrs and 16:00 hrs for tourism permits)
  • Once a permit is issued, it cannot be canceled. So please be careful with dates and vehicle details.
  • Only 2 permits per mobile device or IP address are allowed per week

What Documents Are Required for Rohtang Pass Permit?

The documents required are straightforward, but make sure you have them ready before you start the application process.

  • Valid Photo ID Proof (Aadhaar Card, Voter ID, Driving License, or Passport)
  • Vehicle Registration Certificate (RC)
  • Valid Pollution Under Control (PUC) Certificate
  • Vehicle Registration Date (vehicle must not be older than 10 years)
  • Tourist Address Details (required only for Special Permit category)

Keep in mind that the 10-year vehicle age limit is strictly enforced. If your car is older than 10 years, the Rohtang Pass permit will not be issued. In that case, I suggest you travel to Ladakh via Srinagar – Leh Highway instead, which does not have any such vehicle age restriction.

How Much Does the Rohtang Pass Permit Cost in 2026?

Here is the complete fee breakdown for all three types of permits.

So, if you are just visiting Rohtang Pass for sightseeing, you pay Rs 550 total. If you are traveling beyond Rohtang towards Ladakh from Manali or Spiti Valley, you only pay Rs 50 as congestion fee. That is a significant difference, and it is nice that the administration has kept the cost low for travelers heading to remote destinations.

Can I Visit Rohtang Pass Without a Permit?

Yes, you can. The Rohtang Pass permit is issued for the vehicle, not for the person. So, if you travel by public transport, you do not need any permit. Here are your options.

  • HRTC Electric Buses: During the tourist season (June to September), about 25 electric buses ply on the Manali to Rohtang Pass road daily. You can book tickets at the HRTC Bus Stand in Manali.
  • HRTC Regular Buses: There are about 14-15 HRTC buses available for the Rohtang Pass route.
  • Shared Jeeps: Government-run shared jeeps also operate on this route.

This is a great option for those who cannot get the limited daily permits or do not have their own vehicle. Keep in mind that the bus service is seasonal, and the schedule can change based on weather and road conditions.

What About the Atal Tunnel? Do I Still Need a Rohtang Permit?

This is one of the most common questions I receive after the Atal Tunnel opened in October 2020. Let me clarify once and for all.

The Atal Tunnel (Rohtang Tunnel) is a 9.02 km tunnel that bypasses Rohtang Pass entirely, connecting Manali directly to Sissu in Lahaul Valley. If you are using the Atal Tunnel, you do not need the Rohtang Pass permit.

However, there is a catch. If you want to specifically drive over the Rohtang Pass road (for the experience, snow views, or because you want to see the pass itself), then you still need the appropriate permit. The Atal Tunnel and the Rohtang Pass road are two separate routes.

For most travelers heading to Lahaul, Spiti, or Ladakh in 2026, I would suggest using the Atal Tunnel as it saves 4-5 hours of driving time and avoids the Rohtang Pass road entirely. You can always visit Rohtang Pass separately as a day trip from Manali with the tourism permit if you wish to see it.

What Happens If You Misuse the Beyond Rohtang Permit?

Since 2017, a technology-based barrier system has been in place at the checkpoints of Gulaba and Khoksar. For those of you who may not know, Gulaba is about 20 km from Manali and 31 km before Rohtang Pass. Khoksar is a small settlement on the northern side of Rohtang Pass in Lahaul Valley.

The distance between Khoksar, Gramphu, and Rohtang Pass is about 19 km. Gramphu is about 4 km from Khoksar. It is the point where the road to Spiti Valley bifurcates from the Manali – Leh Highway.

The new system ensures that if you apply for the “Beyond Rohtang” permit, your vehicle’s exit is automatically verified at the Khoksar checkpoint. Data between the two checkpoints stays in sync. Hence, if you applied for a permit to go beyond Rohtang but return from Rohtang only, you will be caught at the Gulaba checkpoint as there would be no exit recorded at Khoksar. Vehicles found misusing the system will be blacklisted.

So please, apply for the correct permit based on your actual travel plans. Do not try to game the system.

Can I Get the Rohtang Pass Permit in Manali in Person?

Yes. In case you cannot get the permits online, you can always apply in person at the SDM Office in Manali or the Tourist Information Center. The Tourist Information Center is open all seven days a week including Sundays and holidays from 10 AM to 8 PM.

Hence, Rohtang Pass permits are also available on Saturday and Sunday. This helps thousands of tourists who reach Manali on Saturday or Sunday morning but then have to wait an extra day to get the permit on Monday to travel to Leh – Ladakh or Spiti Valley. With the weekend availability at the TIC, that wait is no longer necessary.

What Are the Rohtang Pass Timings and Road Conditions?

Rohtang Pass is located about 51 km from Manali. The route goes like this: Manali, Palchan, Gulaba, Marhi, Rohtang Pass. The journey typically takes 2-3 hours, depending on traffic, road conditions, and breaks. However, if you are traveling in peak season (June), expect massive traffic jams that can stretch the journey to 6-7 hours.

The road conditions from Manali to Rohtang Pass are mostly paved with some broken sections. Certain stretches are prone to landslides, especially during rains. Vehicles are not allowed beyond Palchan without permits. In case you reach Gulaba before 5:30 AM, you may get fined.

The best time to visit Rohtang Pass is between May and October, as the pass remains closed during winter due to heavy snowfall. Even in May and June, weather can be unpredictable, so always check the road status before heading out. At Gulaba and sometimes Marhi, visitors can enjoy snow activities like sledding during certain months.

Timing restrictions for travel to Rohtang vary year to year. These are mostly relaxed from July onward as the peak season ends in June and the tourist rush in Manali town fades away.

For those interested in the history, let me share how the permit system evolved.

  • 2011: NGT first enforced the permit restriction for vehicles traveling from Manali towards Rohtang Pass
  • 2015: Major changes. NGT restricted vehicles to 1000 per day and imposed hefty congestion charges. This led to protests, indefinite strikes by taxi unions, and even a Supreme Court appeal. The permit was also made available online for the first time, solving many on-ground hassles.
  • 2017: Technology-based barrier system installed at Gulaba and Khoksar checkpoints
  • 2018: Kullu administration launched the Rohtang Pass Permit Mobile App for both Android and iOS
  • 2020: Atal Tunnel opened, providing an alternative to Rohtang Pass for travelers heading to Lahaul/Spiti/Ladakh

    Planning to reach Manali on 21.09.2018 evening for onward travel to Leh the next day, ie, 22nd. I may be thick, but my questions are:
    1. Is it too ambitious? (time is really short for us).
    2. Unless I physically reach Manali and fix up a vehicle, late in the evening of 21st, I do not know the vehicle reg number or the driver details. In that case, is there a way I can fix up a vehicle before reaching there? Or, is there a way the driver or we apply it in person for the next day, ie travel on 22nd? Apparently, the permit is issued from 12 midday to 12 midnight.

    At 21.06 IST (from the app you suggested) 74/400 for diesel vehicles and 10/800 of petrol vehicle permits have been issued so far with no more under consideration apparently. Does that mean supply is way more than the demand at this time, or am I missing something here?

      1. You can stay one night in Manali and Leave for Leh next day. You will have to stay overnight at Jispa or Keylong and then reach Leh on 23rd.
      2. If you are planning to hire a taxi, the taxi guy will arrange the permit not you. If you are renting the bike then you will have to do it next day but you will reach Jispa or Keylong by evening
      Those permits are Rohtang Pass permit, you need Beyond Rohtang Pass permit to go beyond Rohtang Pass.

    • Yes, any vehicle coming from the other side of Rohtang Pass, that is from Leh side neither need any permit nor it will be stopped to reach Manali over Rohtang Pass. You will be able to make reach Manali from Leh even on Tuesday.

    I M PLANNING TO COME TO LADAKH VIA MANALI ON 30TH OF MAY
    IS THIS THE RIGHT TIME TO VISIT LADAKH
    IF YES WILL IT BE POSSIBLE TO GET A ROHTANGH PERMITT AT THE SAME TIME FROM MANALI BECAUAE GETTING ONLINE PERMITT IS HAVING SOME ISSUE..

    • Yes, Raj, the roads to Ladakh are open and people are traveling every day. Even HRTC bus has started. You need to get Beyond Rohtang Pass permit for Rs 50 to travel to Leh from Manali side. Do not apply the other permit which says Rohtang Pass permit.

      • Applied for the beyond rohtang pass permit for the date 1 june 2018
        So let me know on which date i have to cross gulaba bridge
        And after applying online permit
        Should i have to report any where in manali
        Or directly go to gulaba bridge?

        • Aman, you have taken the permit for 1st June, so you have to cross Gulaba on 1st June. You do not need to report anywhere in Manali, just take the print out of permit and submit at Gulaba checkpost.

    Hi Dheeraj ,
    Called at Manali taxi union and they said they have not yet started plying private vehicles as the officials have not yet allowed tourists for Leh even in small vehicles as of today…Have you heard any updater on this ?
